Default Rear Brales

I am moving this to OEM Cherokee Tech. Please respond there.

I have a 99 jeep cherokee with ABS. When the brake pedal is pressed, the driver side rear brake does not engage. I can easily rotate the wheel.
The passenger side has some resistance but the wheel can be turned.
When the bleeder is opened on the driver side and the pedal is pressed, I get fluid with no sign of air.
I replaced the master cylinder, No change.

Anyone out there ever experience anything like this?
Opinions:
Combination valve or ABS unit?

Any insight will be appreciated.

are they adjusted w/in the drum properly? could be locked up wheelcylinder if its been sitting
