PB blaster plus heat, repeat. Do that a couple times and go back at it with the breaker bar. You don't want to break the bolt.

And definitely replace the bolts if they are super rusty. As stated - avoid breaking that bolt. my friend had to cut a hole in the frame-rail because the welded nut broke off and was spinning in place

Cut away the shacke and bushing, making sure not to cut the bolt. My bolt on the driver side was seized to the bushing and I managed to pull the inner busing sleeve through the bolt hole.

The bolts have red loctite from the factory, so heat may help but I found that I could move the bolt in the threads with a breaker bar and a 3' pipe extension on the side that wasn't seized to the sleeve.

Plan on replacing the bolts. Mine had pretty serious section loss from rust.

Penetrating oil and a bigger bar. That's what did it for me.

PB Blaster, heat (small propane torch not a heat gun) use your breaker bar and slip half of a floor jack handle over it if you have to but be patient.
