Any ideas on generally what I should be making? I'm sure someone here has done this and likely has some ways they wish they would have done it different. I really need any idea because I'm not sure how these should mount exactly. They have XJ mud flap brackets, but it's not for these type with that "notch" cutout where they fit on the box. I guess I'd need to make a flat piece of metal that sandwiched the edge of that "notch" with tabs to bolt it down? If anyone knows where to find some pictures that show this that would be awesome.
I think you are over thinking it.
Some clip nuts and screws/bolts to match the clip nuts.
Here is the instructions for factory ones specifically for a '97 and up XJ.

Makes matching up stuff real easy.
