Question Need Help With Painting Rims

I am painting the rims on my 2000 xj black. They are a bit rusty and I had a few questions. After I sand the rims and get the rust off should I clean the rim off with water and such?

Sand them , wash them with soap and water, then rub them down with regular rubbing alcohol, the rubbing alcohol will remove the oil residue and such from your hands off of the surface off the rim and will keep orange peel and fish eyeing down
