need help install. truetrac locker

how does the locker looked installed? do the pins in the locker are always locked? pins aren't supposed to be in both sides at once right? and center pin isn't tight when placed in

Bit hard to tell without a pic. The true trac I had, for one ride, didn't have side pins you could see. That sounds more like a lunchbox locker.
