My flares are in the stock position. I trimmed an inch off the flare mounts and fenders. By relocating the flare mount bolts up higher then cutting the access.

The drop brackets will allow it to ride smoother, almost like a long arm because essentially they are doing the same thing: putting your arms more parallel to the ground.
I know, it's more of an issue than just the length of arms, I just was putting that out there for him to consider. Better to upgrade than to band-aid. plus all that **** hanging down is no fun... The long arms will still flex better anyways. They have a larger radius around the pivot point therefor they can travel more.

at the OP even if you are on stock shocks and brake lines, you should have up travel... you need to post pictures though. us assuming things doesn't help you. we need to have reference to go off of.

My lift is very basic using 3" coils and a 1.5" spacer, stock track bar relocated, fixed arms for a 3" lift, rc 3" shocks, stock non relocated brake lines (rear is raised off the axle), rear lift is a 3" add a leaf and a .5" lift block just to level it, stock shackle as well. All I did here was disconnect my stock sway bar links up front and backed up. You should be able to flex fine with trimmed fenders on 33s, I have 31s here.
Sweet Jeep! But, did you remove the rear sway bar?

Nope the rear sway bar is still intact because I use the jeep as my daily driver and I often have a trailer full of quads on it. In this picture if I had the rear swaybar off I could have flexed the rear end out and the body would probably be more level. At this point my shock length was limiting me and my control arm was bottomed against my coil bucket on the axle and the track bar was touching its mount. I rarely offroad my jeep I just got bored at school and happened to have a 17mm wrench at hand so I disco'd and went for it.

Hmm...rear disconnects perhaps? lol and maybe some bumpstops, if you were to offroad it.
