This is my third XJ and and the last one I had was 10 years and I do remember that the headlights were horrible. I have the Trucklite's and at night these things are great. If I had a choice I would save up and get the Trucklite's.
Alot of everyone's issues are the flasher relays. They are designed with the incondesant light bulb in mind. They put a certain amout of load on the circuit. The LEDs dont have as much of a load. So the circuit thinks that the bulb is out. If you change out the relay for a LED specific relay it should fix the fast flash issues. Changing to LEDs changes alot of the circuit that was designed 11-25 years ago with incondesant lights. Incon lights draw around 3-4amps and the LEDs might draw .2 amps. This is a huge differance. I use to work on Harleys and we always had to add load equalizers to the circuit when adding the LEDs in. This tricks the circuit into thinking that the LEDs are actually incon and everything works correctly and your still getting the low amp draw and power savings. I hope this helps. I'll see if i can find some of the load equalizers online. Try it and see if it helps any...

Sounds like day running lights causing them to be on all the time, the slightly lit hi beam is probably the lights being wired weird or something. Those are cheap illegal led headlights so it wouldn't surprise me if they cut some corners wiring it. Maybe since those few that are lit when the low beams are on are also lit with the high beams the power is traveling back up telling the jeep the high beams are on.
They are cheap but not illegal, at least not in most states. With that said, the Trucklites are a better option just quite a bit more expensive.

well they aren't for rated, they're the same as offroad only light bars, and they blind traffic. If you're cool with that then by all means but truck lights are far superior. You get what you pay for.
Yup, pull the fog light relay FTW. I had theses exact same issues with my LED headlights and pulling the fog light relay inside the fuse box under the hood cures the issues. Someone told me it has something to do with a polarity issues and that pulling the fog light relay leaves the circuit open ended, fixing the polarity issues. Haha I have no idea tho cuz I am an electrical noob. I just know it is a fix
My fog light relay is already out but I still have no low beams, when you turn the headlights on the high beams come on and when you hit the dimmer switch the high beams just stay on. The dimmer switch does click when you pull it if that means anything.
don't get the ones in the first post, they're blinding illegal headlights. If you want led headlights get Trucklite led headlights.
Dont listen to him about those LED headlight being cheap and Illegal, I've been running them in my XJ for almost a year now and had ZERO problems with them and they work great!! Also, they are not illegal, at least not here in California, I pass by cops ALL the time and have NEVER been pulled over for my lights.
Not sure any led lights or bulbs are legal despite what marketing leads us to believe.
If you don't have the relay headlight harness install id install it and start there.
I have cheap ebay leads, only downfall is I was virtually driving blind in a snow storm. They scatter so much light it was weres than running high beams. Normal trail use not snowing I love them

Not sure he cares who listens to him, he posted that 4 well almost 5 years ago!
Happy New Year!
