When the jeep is not being flexed is the shackle (spring side) point towards more to the front or rear of the truck?

thats your problem right there. You are still on a stock shackle. think of the shackle and leaf pack at proportional. too short of a shackle and you will have the problems you are describing. Im also assuming that when the vehicle is on level ground your shackle angle is almost vertical.

A 1" shackle might not fix your problem. It sounds like your eye to eye measurement is to short. I know some people have had this problem with some spring manufacturers lately. Not shure if rustys is one them but rough country is.

Correct springs shouldn't need to be bowed to installed. I would call rustys but don't be suprised if thay say you need relocation brackets, that seems to be every ones solution for bad leaf springs

One of the way to make extra $, not to mention you would need coil springs spacer up front and prob BPE.....speaking from my recent experience with RC.

longer shackles are pretty much required when going with tall leaf springs.

they just have more travel in them, and that travel needs to accompanied by a longer shackle.

this is why when you buy a lift kit it usually comes with a shorter spring and extended shackle to get the full advertised height.
