Like Rjmils said, make sure you have the constant power attached to accessory (or remote wire as it is called on newer head units) I think the wire should be blue? Might be wrong.
Heres a fuse diagram
Passenger side kick panel fuse breakdown for a 1996 XJ
01 - 25A Rear Wiper/Washer
02 - 15A Radio, Cigar Lighter
03 - Empty
04 - 15A Passing Light
05 - 30A Blower Motor
06 - 30A (Circuit Breaker) Power Windows
07 - 02A ABS
08 - 20A Turn Signal Flasher
09 - 10A Radio/Clock Memory, Courtesy Lights, Glove Box, Cargo, Dome Lights, Telltales
10 - Empty
11 - 25A Headlamp Delay Module, Horn
12 - Empty
13 - 20A Power Door Locks
14 - Empty
15 - 15A Instrument Panel Lamps, Clock/Radio and Memory, Headlamp Switch, Parking Lamps
16 - 30A (Circuit Breaker) Power Seats, Trailer Tow
17 - 7.5A Instrument Cluster Gauges, Headlamp Delay Module, Chime Module, Overhead Console
18 - 25A Rear Defrost
19 - 05A Instrument Panel Lamps, Radio Illumination
20 - 5.5A (Circuit Breaker) Windshield Wipers and Washers
I would start by checking 02, thats the one that is most prone to go out. Should be on the left? side of the fuse box if that helps. And just to be clear this is the fuse box right beside the driver side kick panel, mounted on the firewall under the dash.
And x2 on re-running the ground. Mine did not work either, so i ran a new one by putting a self-taper through the firewall and connected both the old and new grounds. Also remember some headunits find ground through the metal casing of the head unit itself, I know on mine the ground connects on the right side (looking at the back) with a screw into the back of the radio. If you're not sure if yours grounds like that or not try touching a ground to the back of the radio and see if it turns on, if it does thats your problem.

Ok so anyone that still can help, I found out that my ground and my power are both good. They travel through the harness and too the radio wiring attachment and I even tested to see if I have 12v right on the end of where you plug it into the radio and I do have 12v. But when I plug it into the radio it dosen't have power....somebody said something about cycling the car and then pluging the radio in...

You can remove the entire buzzer. Or just stab it with a screwdriver. If you want to just remove it theres just one clip, then you just pull the whole little noisy box. It's right there at the fuse box, should be able to hear it with the door open.

Is it labeled? Is it a different size than the others?

Should be pretty easy to find if you just take a look, just feel where it sounds like its coming from and you should be able to feel a tiny bit of vibration coming from it. If you look and still cant find it i'll go snap a picture
