idles low

When I try to start my 96 Cherokee sport it acts like it doesn't want to but does an when I'm at a stop the rpms are almost at 0 but when I'm goin its fine.I did a tune up on an still the same thing. Does anyone know Wat else it could be?

A complete throttle body and IAC cleaning are your next steps. Normal maintenance items that need to be done with every tuneup at 30,000 mile intervals. Don't waste another minute researching this issue until this has been done.
