The rubicon express shocks probably aren't spectacular. Most of the mid range shocks are going to be very similar. I have recently heard a few people say they are happy with ranchos.
I highly recommend the Bilstein 24-185943 front shocks. They are a bit more at $150, but they are probably the best you can get for under $250.

They are sold in single packs, so you need 2.
These are what I went with, and I am extremely happy with them.
They are listed as 4", but mine were sitting at about 5.5" (no load) with 1" jks shackles.
