hypothetically speaking
hypothetically if I bought the fat Bobs garage 3 inch lift.This one http://4x4.fatbobsgarage.com/jeep-cherokee-xj-3-front-15-2-adjustable-rear-1984-2001-p8703.aspx later down the road could I add track bars , longer coil springs for the front and add a leaf or whatever id need to lift the back up to go from a 3 in lift to a 4in or higher lift? Without having to sell the Bobs lift and buy a bigger one?

4 inch lift in the rear with a shackle and add-a-leaf? Hypothetically, yes.. Practically, not really.
For the front, if the FBG springs actually net you 3", all you will need for 4" is a one inch spacer. Keep in mind at 4" we start to talk about track bars, control arms, slip yoke eliminators, etc.
For the rear, you can definitely use that shackle, but putting an ultra-stiff AAL on the rear to the (probably worn out) stock leaf pack would be in my opinion a poor choice. The Jeep would ride poorly, and the add-a-leaf would wear and sag fast. There are plenty of economical 3-4" full leaf packs out there.
So to answer your question directly- If you were interested in going higher after you installed this kit- yes, there are decent options which can keep all the components included in this kit.
