"The right stuff" would work, and easy to use. I used some high-temp RTV black that I had around. The "high temp" isn't necessary, but it worked. Sand down the surfaces as best as you can. I did mine without removing springs.

it hasn't snowed in a month and this morning i wake up to a mini blizzard all day.. im in a town just north of lake tahoe california

I can't remember what adhesive I used the first time, but the pucks were gone after my first race. Next time I used double secret super sticky liquid nails, same result...pucks MIA after prerunning. I bagged the hockey puck bumpstop method and went with prothane coils spring inserts.

thats a little different then normal wheeling, i can see how it would be a problem.
