Exclamation help 91 cherokee starter wont click

I have a 91 Cherokee and I just replace the starter 3 days ago. Before i put the new one in I had the same problem. I turn the key on and the fuel pump turns on.

I checked the starter relay the wires the alt. I touch the starter with a screw driver and it spins but when I turn the ignition and nothin happens.

Please I need help before the Jeff Daniels jeep show

Be sure your nss switch isn't messing up I had notorious problems with what i thought was a starter when it was that damn switch.

My neutral safety switch acts up sometimes. I put the vehicle in park and then sometimes it won't start or do anything. I put it in neutral and it fires right up.
