frame reinforcement for flat tow from bumper

Do you need to reinforce the bumper mounts if you are going to flat tow from the clevis on aftermarket bumpers? One of my Cherokees was purchased with a tow bar mounted below the bumper between the frame horns but I want to set the other one up for flat tow.
Are your aftermarket bumper clevis mounts an extension of the mounting brackets? If so your probably fine because towing won't put the stress on the frame like it would during recovery. However, it would be best to install frame strengthening (tie in) brackets that bolt through the frame and steering box. While you're at it install a stronger steering box spacer since you need to unbolt the steering box anyway. Keep in mind that the brackets are 1/4 inch thick and your bumper brackets may not be wide enough. Most aftermarket bumpers take this into account however. I recently did this to my XJ because I'm setting it up to be towed behind my RV, and I wanted my front frame stronger in case I need be recovered or need to help recover someone else.
