Default First timer- bed liner on fenders

Hello, So i purchased a '93 xj recently, i thought about buying new fender flares but have read a little on saving money and giving my stock fenders a new look. I have heard that simply taking sand paper, scuffing the paint, using a Rustoleum plastic primer, and then using a Rustoleum bed liner spray will work. Is it really that simple, or am i missing something? i want this to look good aswell as last. Any help/tips would be much appreciated

will i need to add any type of top coat so it wont fade?
