Dune flag mounting

What is the best way to mount a dune flag to the front of my xj stock bumper? (96 Cherokee country)

I cut a piece of 3/8 x 1" x about 3-4" long. I drilled a hole about 1" in on both ends. I welded a nut to thread in the flag. It is bolted to the upper bumper bracket hole.
