Default Do i need a drop pitman arm?

I have a 4.5" rough country lift and the bushing off my drag link seems to be really pinched. Also my tie rod end is coming in contact with the bracket for the quick disconnect.

he should do the same to the track bar mount as well (i.e. lower it one inch) to keep everything even

No you do not need a drop pitman arm.
Yes your draglink and track bar should be parallel to avoid bump steer.
