Custom bumper questions

I want a steel rear bumper but I have a slim budget. I want one that I can have d rings/ tow points and one thats durable. Also if i have a better bumper i could use a hi lift jack on the rear bumper, bump thats not too important. I read that at least 1/4" steel for durability. I dont really care about looks too much either, which brings me to my next point.
I was thinking that I might try and find a square steel tube cut to the width of the jeep, spray it black, and mount it to the jeep in a secure fashion (probably the stock mount points idk). Obviously it will probably require some welding but the less the better. My questions are:
Will it work?
How should I mount it?
Is there a creative way to add d ring connections?
If you guys have any rear bumper suggestions that fit my specifications that will also be helpful.

They sell one they call DYI that needs to welded I was going to get one but my friend with a welder moved and I live in a condo and can't do big jobs here
