look up the wj knuckle/brake swap. you get a better steering setup and dual piston calipers. also look up rear disc brake swap. those two things together will make a HUGE difference

an upgrade might work, but if your brakes aren't holding you still, you likely have a faulty master cylinder or booster.
or a simple flush and bleed.
how does your pedal feel?

Start with some basic maintenance on your brakes.
Condition of the pads/shoes?
Condition of the rotors/drums
Is there any oil or brake fluid on the pads/shoes?
Got a leaky rear axle shaft seal?
Are the adjusters rust free and free to move?
Fluid level in brake fluid reservoir been checked lately?
Any recent mods/repairs performed that would affect the brakes?

True, how does it feel? This will help with either booster or master cylinder, leak, bleeding. Pedal to the floor, or pedal hard to push? Hard to push, booster. To the floor, first check for leaks, then bleed, still to the floor, replace master cylinder.

About time someone brought this up !
My XJ wouldn't stop worth a damn, So I tore it apart and found a blown wheel cylinder and really dirty fluid I replaced the rear brakes did a flush and it'll damn near throw to threw the windshield if you slam on the brakes with the 33's
