TB spacers are pointless, bored out TB is what you want. Spectre makes a cowl intake that's worth a look. If you're looking to wheel it I say a cowl intake to keep water out and some skid plates BUT if you don't have tow points that's first for sure.

Recovery points should be your first mod for sure. I use one of those trailer hitch d-ring inserts which was way cheaper than a rear bumper, but a nice front bumper is a good investment (plus it looks badass)

There's gonna be a lot of different opinions on the best first mod, and in my opinion, a locker is definitely NOT a best first mod. Best 20th mod, maybe. Get to know your jeep and have some fun with it before taking it to that level.
My first mod to my Jeep was converting all interior lighting to LED. 20 times brighter, easy to do, and people ask about it all the time.

My first "mod" recommendation is a FULL tune-up and ALL fluids and filters... Then any subpar part replacement after full inspection... Problematic oil leak areas (adapter rings, valve cover gasket)
Have a good baseline to start with...
