Crate 9" with some monster 40 spline axles would be a beast... if not a bit overkill.

There's a good deal on some 40" MTRs on the local board if you want some tires to run on that set-up.

I installed a 3 inch lift on my 99 a few months ago, but was never able to fully tighten the driver's side, upper shock bolt in the front, because of other things in the engine bay being in the way. It worked, but I think it has loosened, it clunks when i hit a bump at speed now, how should I tighten it?

Yea, like dukie said, and if you remove the air box, it's a piece of cake.

Ratcheting combo wrench works marginally if you don't have huge forearms.

Are new LCAs needed on 3" lifts? Particularly a Zone lift.

If you have a stock trackbar with relocation bracket it's not needed but recommended

I would. The PO of my XJ installed a RC 3" and left the stock track bar in place. My axle is shifted to the drivers side by about an inch.
