You can go out and piece something together but my opinion of quality 4.5" lift isn't going to be purchased by a college kid with no income.
How many US dollars do you have to spend on a lift?

When its all said and done, a quality 4.5" lift with tires (possibly geared axles if you can find em cheap on CL) will run you about 2 grand. I'm piecing together a 4" lift on my college budget and so far I'm about 600$ (my original budget) into it and only about have about half of what I need.
You should go for a 3" and 31" tire lift. Much cheaper, and it looks and performs wonderfully.

Hey guys, Just bought a 1993 Cherokee Country as a secondary/winter car. And I was just hoping to get a little bit better stance. I saw in some earlier posts that the older models can get away with a little bit more lift without really having to change anything so I just wanted to post here to double check.
I don't want to put a whole lot of money into it since it's only a secondary, so I'm not going to go for a 4.5 with 33's.
I was thinking either a 2" budget lift or a 3" suspension kit. Both are very affordable. I haven't dug too far into the research so I'm not positive what brand/package I'll go with just yet.
If I shot for a 3" lift and maybe 31x10.5x15 would I be able to clear ok? And if things don't work out and I end up going with a 2" budge boost, would I have to take it down to 30's? or do you think the 31's might still make it with some minor "persuasion" to the flares?
Also, would a lift this small require any additional changes? Like the driveshaft? Or anything else that may be affected?
Any info is much appreciated,
Justin

Well since you havent said what you have the assumption is none. Best and affordable dont go well together. Do you want the Best lift without the extra bells and whistles $$$$, or the best new cheap end (affordable) lift $$$, or the best used parts lift (budget boost) $$ or just most damn affordable thing that can work?? $
If your on a budget do a 3" lift. All you need is springs and shocks and those can be found used quite easily and cheap! Then you can look for spacers, control arms, SYE, and track bars and piece together a bigger lift more slowly as funds are available.

All Lowrange2 was doing from the beginning was asking what's the most you want to spend on a lift but they range from different prices so I guess your best choice if you need help is to calm down and tell us what's the most your willing to spend on lift/tire/rims all together and then you can get an answer to your question!
I'll probably just stick with that then, but just in case I get a wild hair and decide to spend the extra money on the 3 inch kit. What would I be looking at changing potentially?
Sorry for my noobness, completely new to the XJ
