I didn't pull the whole relay out, but I did unplug it...seems the problem is solved, thanks again

I can't find the relay! There's 5000 feet of wire for the after market security system stuffed behind the kick panel by your knees which I've completely removed. Is it behind the very left part of the dash where the air vent is?

When you open the kick panel, it will be on the left side of the opening, halfway up. The box has one screw holding to the metal bracket. This was on my 2000. I you need more help I can take a pic of the location

did you try my trick of turning the lights on and then feeling for the buzz? it wasn't that far under

Got it! Problem solved. I didn't realize how big it was, I was looking for something smaller. I wouldn't have removed the relay, but I dropped a damn wench behind it so ended up just taking it out cause I had to remove it anyways to recover my wrench. If anyone else does this, it's a 5/16 bolt located on top of the relay. The plug is kinda tough, pull hard.

Thanks to every body that gave their input! My hids finally function normally.

To conclude, pretty much all hid problems can be resolved with:
A. Running a relay for the ballasts
And/or
B. Disable the headlight delay relay

Here is food for thought that maybe someone with more knowledge can expand on. HID manufacturers in the past few years have switched to a digital style ballast, i havent opened them up but even the full sized ballasts are lighter than older ones. My previous 99 XJ had older style HIDs, this about 3 years ago now when I bought them. It had no problems with the headlamp delay and i wasnt even running a relay. My current 99 XJ needed the headlamp delay module removed and a relay systembfor the HIDs to function correctly. Maybe it has something to do with a load or different internals in the digital ballasts.

it is probably just built differently inside. I've had mine had about a year now, and I also had to pull the delay fuse, but I didn't have to run a relay, even for my angel eyes..
