Is anyone running 6.5" lift on short arms? I want to lift my xj to 6.5 but cant afford long arms. How does it ride/handle?

Upper and lower.

Look into drop brackets as well.

What would the brackets do? Sorry I'm kind of new to lifts

Lower the body side mounting points bringing the control arms back closer to flat where they were designed to work best.

Honestly, I'd suggest holding off on the 6" lift if you can't afford it right now.

There's a lot more involved with a 6" lift than there is with a 3" lift.

Bolt on a nice 4" lift and wheel it until you can afford to do it right.

But if you must go 6 inches now... at least put drop brackets on it.

I've ran 6.5 on short arms, short arms with drop brackets, and now long arms. If you plan on going to a 6.5in lift save for a couple more months and go straight to the long arms. It will save you a lot of money, time, and trouble in the long run.
