Will all of the parts for a conversion from a 93 fit up to my 99?

Need more info on your rig. Is it 2.5L? Manual or Auto?

If you are just talking about suspension/drivetrain, most likely yes. But more info is needed about your XJ.

This guy offered me $150 to buy his 93 from him everything but the motor so im wondering if I can swap his parts out into mine to make it 4x4

TCU is different, trans as a whole may be different (spline count).
Is that a CAD front axle?
May be that the only thing useful is the TC.
It's best to get a similar model year for compatibility, but anything is possible if you want to do it.

For $150, it's worth it. Most parts should bolt on without any issues. You'd pay way more than that if you pieced together the parts.

Sure you can. For $150 I would take everything you need and scrap the rest. You'll get more than $150 just for scrap value.

The front axle will work, the trans may fit, just depends on the spline count. I'm not sure where they switched over, but I think there is a write up somewhere that details all of the changes over year models.

You'll need the trans to mount up the t case. The tail cone is different between the 2wd and 4wd. I've heard it is a real PITA to swap tailcones, but I've never looked into it.

so Id be better off to just swap trans? And would all of the wiring match up?

It's definitely easier to swap the whole thing. I'm pretty sure the plugs would be different though. The TCU may be different as well.
Don't let that deter you though. Do some reading and you figure it out in no time. I'll see if I can find the threads I used when doing my conversion.
