2001 XJ Brake problem

Hey,
So my brakes have been driving me CRAZY for the past 10 months since i started modifying the Jeep.
The brakes have always been not so good but i expected it due to the size and age of the Jeep, however i installed a 2 inch lift and put some big 31s on around 10 months ago and have had some issues since.
The issue started with the Brakes making a sort of Sticking noise when taking off from a Stop. This was most noticeable when in stop and start traffic. It would go away after going over 5mph.
I had the rear brakes redone by a good shop i know, they replaced the shoes and cylinders and also drums as they all needed replacement. The problem however seemed to come back shortly after.
The shop checked the adjustment and said it was good.
I had a brake booster sitting around which i had planned on installing cause my old one was making a loud whooshing sound so i set out installing it this weekend however i ended up breaking the proportioning valve by cross threading the lines (silly mistake but it happened)
So my major question is
Is there any difference between the proportioning valves of the XJs from 95-01? Also do these need to be adjusted due to lift kit sizes or can they even be adjusted. I did have the Jeep lock up a few times in the rear and wasnt sure if it was the valve or adjustment of drums.
I am planning on pulling a proportioning valve assembly off a 96 and swapping the actual valve over from the older one on mine just wondering if this would effect anything and are they cross compatible.
