Default 1998cherokee wont go over 3k rpm

I took my jeep on a small trip ( about 2 1/2 hours there and back) and towards the end of the trip if I really stepped on the gas the rpm would go up to about 3000 but not any higher, and it seemed like it had issues shifting. Im have heard this might be the TPS sensor just wanted some opinions!

My brother in law had the same issue. It was his catalytic converter. Could be your tps. His TJ only has 105 K on it.

Where I live emissions arent required, so if I punch it that should deal with the rpm issue, but will it throw a code scone their is an o2 sensor after the cat?

Spark plug fouler will fix the 02 sensor. $5 at any parts store.
