You don't have to fill up all the way, although its a good idea.
I would be more concerned with how quickly the vehicle uses the gas, not how much gas it can hold.
Tell you what, if quantity held by the gas tank is important, and you don't want it to cost much to fill up, I will get you a 1 gallon fuel cell. That way you only need to put in 1 gallon and it wont cost much to fill up.
