does any body know who builds this bumper it came on a cherokee my brother bought and it has no markings besides the flag

could be a homemade bumber with bought brackets, im not sure i have no idea who uses that symbol. at first i thought it kind of looked like a jcr bumber

I think that is an iron scorpion bumper. I have one. He offered them as weld together kits. the bracket could be ordered with numerous designs.
