16.8 with my 95 ZJ 4.0 in mixed highway and city driving. The best I've ever averaged on the highway was 21.3mpg.

you guys getting low mileage have something seriously wrong or your sitting as high as a semi...
I have a stock '97 without cat and today checked it (manually from same pump I filled up at) combination driving I'm getting 19.3mpg...
now this was a test and I've been really light footed and doing the speed limit.. and keeping it around 2k rpms...
Haven't had the jeep long but I'm a stickler when it comes to mileage, I'm very curious what I can push out of it all highway miles...
my Duramax get around 20 on the hwy....

Another thing to take into consideration: if you are on bigger tires, your speedo is reading UNDER what it really is, unless you changed your speedo gear along with the bigger tires, which I assume close to nobody has done. So you're actually getting slightly better mileage than you think. I do mean slightly though.
That said, I'm sitting on 33s with stock gears and get about 12 MPGs. Basically all city driving though.
