That's PlastiDip. You can buy a complete kit and change the color of your car for less than $400.

would this plastic dip work on the under belly and inside floor boards of the xj i may do mine if i can use it for that bc 2 guys at my work have used it on there rims and it looks great

No, wrong application. It needs a smooth, clean surface to adhear properly. It's designed to go over an automotive finish. I would use regular paint inside and undercoating underneath.

It has, just not in the off-road scene. Very popular with the VW/Audi and Honda/Acura kids though.
