Default vibration not the roters

I have a 2001 jeep grand cherrokee. It has a vibration in the front when braking, I changed the roters, pads, tires and it still presists??? help could use any sugestion. I also took the fuses out for the abs system and no change. i stopped the jeep with the E brake and it didn't vibrate????

Bad unit bearings or tie rod ends? Could also be bad axle u-joints.

where do you feel the vibration? in the pedal, the wheel, seat? This is going to help the most. Could be many many things.
well need some more info though before guessing
