Default Trying to pass emissions help

I got an 88 Renix im trying to get plates for and still no dice my CO readings are clocking in at 6.67 loaded and 9.56 on idle. Standard has to be 1.2.

I put a new o2 sensor fixed vacuum leaks has new spark plugs/injectors. It still has the original cat converter but swapping that will be my last resort.

Now im looking for a new TPS sensor because the one I have on right now came off an automatic Renix but I have a 5 speed. At first the jeep ran like a champ but now it idles really high when startup. Any suggestions?
