Top bar or bottom bar?

My curt roof rack came in today so I got it together and now have a question.

The only way I see to mount the backup lights is to drill a hole into the roof rack.Should I put them on top bar or the bottom bar of the rack.I worry about putting them on the top and getting them knocked off or them being loud cause of the wind going across them. Does anyone have any ideas?

Through the bottom for sure. They'd look dumb on top.
Drill a hole straight through the tube or if you don't have enough room then weld a tab onto the rack.
