surges when stopping

Hi all,
when I pull up to a stop, as I am slowing to about 10-5 mph my jeep surges forward. it is almost like inertia is catching up? has anyone ever had this?
I am no mechanic but i at first thought something in my drive train so I jacked it up and started turning and pulling things and all seems normal (to me) any suggestions?

I know what warped rotors feel like, this was more of a feeling like as I stop it is running slack out of the drive line and the whole vehicle pushes forward.
