must be a newer jeep thing. I sank my 1993 up to the hood, water flowing over my lap without doors on. just changed out all the fluid and it was fine. oh well, it certainly cant hurt to take some more preventative measures.

NO

Reason 1: At 4 inches you can run like 35s with some trimming

2: 32s are a pretty uncommon size, not many companies make em, and when the inevitable blow out in the but fuc* no where, I can guarantee the one tire shop in that BS small town will be tickled to charge to 250 or 300 to replace it with a 32.

Now Id say go 3" and 31s or 33s if you dont wanna go to big.

1: At 3 you can slowly add stuff rather the HAVING to do it all at once. you can get your basic lift then start adding components to get even more capable

go drive it. see what happens.

there's an endless list of things you can do. the most important thing is to just go test it out. keep google searching and forum searching and figure out what you need
purple tox is right a 4.5" lift can open a can of worms. but you're modding a jeep the whole thing is a can of worms and endless maintenance. just get started
I agree, 33x10.5 km2's would be a better choice. or duratracs

I just had my emissions and inspection done about 4 months ago in San Fran Bay at a reputable shop. XJ was lifted 7" tires sticking well out with fenders all cut off, snorkel intake system on it, no rear view mirror (at the time) .... all I got was "thats awesome man!!!" Passed everything golden.. Just a FYI. Depends on the shop for giving you crap. Depends on the cop as well in that case. If they really want to they bust you for almost anything even on a stock Jeep.. In my experience though as long as your not doing stupid stuff, your fine. I was pulled over in Stockton CA so the cop could ask how I like my tire size with the lift!!!!!

Cops can cool too..

as long as it passes smog, has all the headlights turnsignals your fine. if you get a fix it ticket for not having your wheels covered throw some detachable mud flaps and your good to go. im originally from Auburn Ca which is just a short drive from the rubicon and fordyce. lots of crawlers driving around on the streets there.
