That thing sounds like a can of worms. Be patient sell your car and wait for the right xj. I have heard and do agree that 99 was the best year for the xj. If you can find one that would be a good base vehicle to start with. I have a 2000 and am now running into changing out the dana 30 for a high pinion pre 2000 axle. Look for a 96-99.
My '93 has 250k on it, everything on the inside and ride is tight and good as new, though the guy i got it from did rebuild the motor and the guy he bought it from had the transmission and transfer case rebuilt.. and i gave $600 for it and drove it home.. all it really needed was a dimmer switch..

Mines a 89, paid $500 8 years agon & w/275k ish shes still kickin!!! X15 sell the vic & wait for the rig you won't have to double down to drive...

That would be my choice also...
I have had numerous XJ's (and other vehicles) bought in all kinds of conditions. Some running some not. if I cant hear one run and drive and see that the A/c and other accessories work I wont put more than $500 into it.
I will gamble that much on it because I know it could be parted to recoup my money.
