Took off my fenders and found this

I use some temporary rust paint until I actually deal with it.

chances are he has both, the problem with the hole he has, is its wide open into his passenger area, because its rusted above the inner wheel arch.

Just comp cut it since you have to build new inner fenders anyways (youll find out how thin those tubs are once rusty, ask me how i know)
