not sure yet. The rockers themselves would be cheaper to do tubing but not We have to see where this floor goes... The floor steel I still have to get a measurement but its a little less than 1/4 inch. I was hoping I could get post ideas from guys here but you two have been my only help

If it is 3/16" (little less then 1/4") Don't plan on bending it. And I hope you have a good torch or plasma cutter.
I have seen a couple people do 2x6 square steel tube for the rockers. Turns out really nice.
As far as how and what to do, honestly, if my XJ looked like that I would prob scrap it and get another. But that is just me.

Holy hell that's a lot of rust! Wow that's a New England vehicle for ya... stupid salt. Good luck man it will be cool to see some pics when you are finished.
we got a 130 mig. 225 arc. a couple of torches, salzaw, and a grinder with dewalt discs. just grinded all the welds off today and waiting for the snow to lighten up. the inside of the rockers are salvageable so I am going to cut the outside viewing surface, weld in angle iron then weld the box steel tubing to that. the floor will have no bends or curves in it. 3 sheets total. one for all four seats, the backside angled at like a 45 then another over the tank. I was planning on going along the whole inside when the floors in and basically "trimming" it with angle iron to connect the side to the floor. I plan for it to take maybe 2 weeks at the most to do the floor and rockers so it will be drivable. then go from there
No really what would help you with the rust is a pressure pot sand blaster, it would definitely cut your clean up time down but really you have got your work cut out for you. Good luck and look forward to seeing her when she's done
well I have come to realize dewalt is the absolute way to go with any angle grinding/cutting... Just finishing the last bits of grinding and its coming out nice. Got some steel prices the other day and came about this. 2x2 angle iron with 2x6 box for the rockers. The floor I am going to try my 3/16s sheets and see what happens. Just putting the fuel system back together inbetween the snow storms. Pics soon
