I if i use the JCR kit here and then bolt another piece of 1/4 or 3/8th's between them for a d ring tab would that be strong enough? Or what should i do to make it better?

Fitting 1/4 between the plates might happen, but in our opinion is no way strong enough for a D ring tab.
Your best option is either a full on bumper from somewhere, or using the XJ specific tow hooks.

best and easiest way is to install a front hitch. even if it's only temporary until you get a recovery bumper.
even a factory tow hook bracket is pulling from one uniframe rail, which isn't the best option. good for light recovery, like maybe out of a snow bank or through a mud puddle, but not for pulling over rocks.
