I if i use the JCR kit here and then bolt another piece of 1/4 or 3/8th's between them for a d ring tab would that be strong enough? Or what should i do to make it better?

This option is not going to be your best option. Fitting 3/8 between the plates is not going to happen, and still allow the uni body brackets to do their job.
Fitting 1/4 between the plates might happen, but in our opinion is no way strong enough for a D ring tab.

Your best option is either a full on bumper from somewhere, or using the XJ specific tow hooks.

I just installed the Rustys front tow hook kit. Seems legit. Check it out in my build thread.

best and easiest way is to install a front hitch. even if it's only temporary until you get a recovery bumper.

even a factory tow hook bracket is pulling from one uniframe rail, which isn't the best option. good for light recovery, like maybe out of a snow bank or through a mud puddle, but not for pulling over rocks.

That's true i've got a front hitch on there now i would just like something thats a little higher and still has strength to it... Guess i'll go with a L & L bumper when i have the $$$... JCR if i really get into some $$$ even though they would obviously be the first choice
