Default random hose/plug not connected

So I was changing my oil for the first time not in a garage and I noticed a hose and plug not connected to anything. Im not sure if they're supposed to be attached to anything or not. I figured I would check with y'all!
1992 4.0 high output. Picture is passenger side, near the oil filter.

Anyone know what the hose is? It has VERY slight vacuum coming from it. I see absolutely nowhere to connect it.
