Those are the ones that I urge people not to buy. They are fake projectors and you'll be blind as a bat at night. Your best bet with that money is to just get some H4 conversion housings from either delta or rampage. You can find them on quadratec.com. You won't be able to run HIDs in them but they will be brighter than what you have now. Your other option if you are leaning toward function over form is hella e code housings. They look like the stock headlights but put out an awesome beam pattern and cutoff for reflector based lighting. With those, you could run any h4 bulb you want and maybe even try to squeeze an HIR bulb in there (HIR bulbs are not to be confused with HID, they are an extremely high performance halogen). If you combined those halogen bulbs, an HD relay wiring harness, and a catz zeta system, you'd be extremely satisfied.

In short, you won't get a set of real projector headlights for that price range. This also means you can't have black headlights.

I do think you will be very happy by choosing the options I listed above however.

Haha I understand what you are saying and I appreciate it because that's what I was dared about and am glad to be deterred away from them but I think I might have gave the wrong impression of what I'm looking for, I realize now I can't afford the hids or the high performance but is there any halo lights or black back lights that are for cosmetics but work AT LEAST as good as my Wagner bright lights?

Sadly, you won't find anything with a black background. The reason I'm saying this is because black doesn't reflect light, it rather absorbs the light. Headlights appear to be silver/chrome because that is the most reflective finish available and it throws light efficiently.

Since I know you're going for looks, you'd be happy with these smoke headlight covers that you could remove at night so you'll be able to see.

That being said, here's what I'm talking about with sealed beam replacements.

and here's the performance of an HIR bulb... This is even without a catz zeta system or wiring harness upgrade

Skip the halos all together. Truthfully, do something with your parking lamps if you want "pretty lights".

Yeah I can DEFINITELY see the difference, and how much would a set up like that cost all together with or without the catz zeta system, and thank you so much I've never dipped into messing with headlights at all, and what would some ideas for the parking lights? And yeah I'd rather skip the halos and black backs and go with performance (at reasonable cost) and just use the smoked covers, I have my tail lights smoked, and I'm looking for a different kinda stand out lighting without doing underbody glow kits

Now we're on the same page! lol

Here's some pricing.

Catz Zeta system: $45 w/ shipping
HIR bulbs set of 2: $52 + shipping
HD relay harness: $39.37 w/ shipping
Hella E-code Conversion Lamps: $79.98 + shipping

All together with everything it will be about $216.35

w/ just the HIR bulbs, and the Hella E codes it will be $131.98

The only issue you really run into here is the fact that HIR bulbs have the same base as an H7 bulb, meaning you will need to run the HD wiring harness to make this setup work since they require different connectors than an H4 bulb.

The other thing I thought about was that HIRs aren't dual filament so you'll lose your hi beam unless you run the catz zeta system to your Hi beam wire. If you had the catz zeta system kick in as soon as you hit your hi beams, you'd get brighter light which would be about the same hi/lo function as what you have in your XJ right now... which works perfect!

You'll basically have to run everything I listed but its not too much over your budget anyway....

As for the parking lamps.... You could run clear turn signal lights and switchback LED bulbs. Here's what those look like..
