POR-15 or surgery?

I have rust/bubbling paint starting in a couple of places (front D side of roof, door sill both rear doors, rear bumper, etc.) Has anyone had actual experience with por-15 does it actually hinder oxidation, or simply cover it up? If it's a cover-up I would prefer to just take it down to the bare metal and the usual rustoleum prime/paint. I have a small manageable problem now I don't want it to get out of hand.

POR15 is pretty good stuff... You can check out some work I did with it in my Jeep thread in my signature... Its a little more botched then what you have though...lol
If you just have surface rust, you will be fine.... The POR15 will need to be painted over by another paint... It cant stand UV light...
And yes, it does stop rust if the surface is preped correctly...
