Yes, a horn, or more like a siren in my case. Red, white, and yellow wires. I hooked it up to a 12v power supply and it's a horn/siren. I found it under my house. Must be 40 years old by now. Picture of horn/siren with red, white, and yellow wires. Powered by 12 volts.
I have one that looks exactly like that, albeit a different color, however mine does have a headphone jack input and I do use it as a PA speaker. You can see it in the bottom right side of my XJ's grille.
I believe yours will be a horn in this case. PA speakers will have a headphone jack input.
