Does it have a tranny cooler? Watch out for that too.

If the cooling system has never been touched, then its time to replace the coolant and coolant thermostat.

Also check your clutch fan, it might be in need of replacement if its got a few miles on her.

Make sure the radiator is clean, if the fins are plugged up with gunk its not going to be flowing much air through it.

I had over heating issues with my 96 XJ recently also. It was fine on the highway but once I got into traffic it would start running hot.
I worked it out to be the clutch fan.
The best way to fun out if the clutch fan has failed is raise the bonnet and compare how much air the fan blows at idle to approx. 2000 Rpm. The amount of air at a higher rpm should be a lot more.

Actually, if the cooling system has never been touched, go ahead and replace every single component (radiator, water pump, thermostat, fan clutch, hoses and radiator cap)
