V8 ZJ Springs and Bastard pack for ~1.5" ($0-50), Rocker replacements($150 if you can weld), 31" MTs ($200-500).
That gives you at least $350 left over. My next move at that point would probably be to splurge and buy the JKS Quicker Disconnects. Or if you have a Dana 35 rear you might consider picking up an 8.25 or 8.8 at the junkyard.

The junkyard is the best place to start building a very capably wheeler on a budget, it will also help you learn your Jeep better and how things work.
