Default measure a lift?

Is there a way to measure how much lift was installed on my xj? When I bought it, someone had lifted it but not sure how much. It takes 31x11.50 without any rub. But I don't think I could go any bigger.

Stock front is 17.5 inches from hub to the bottom of the fender flare. Stock rear is 17 inches from hub to bottom of the fender flare.

So anything over that is lift

Wasn't able to get the pics to work. But I got 21" on the front and 20 in the rear. That was measuring from the center of the axle straight up to the fender lip.
