For cheap, I'd go with 3" or smaller, and avoid the extra cost of that size lift (t-case drop/sye, new control arms, etc).
But, for an off the shelf kit, I like RE and Zone. Good kits at decent prices.
Or, you could always piece together your own kit, that's what I did, and came up with what I feel is a better setup than an off the shelf kit of the same height, for a minimal cost.

We kind of make fun of zone at the shop. I installed a 3" zone lift on a zj last week. Really was an ok lift. Nothing fancy but had the basics.
DOing a 4.5" lift tomorrow on a cherokee. Will report back. Today i installed a 2.5" lift on a yota full size pu. Kind of a pain with lowering the diff for just over two inches.

Alright well I installed the RC 4.5in lift today.. Not bad really. The only problem I had was the new bolts for the extended shackle were too large to use. So we had to get new ones And the rear brake line extension bracket did not work on anything. Other than that everything fit fine.
Just a cheep lift. Nothing fancy. The rear was add a leaf, and it actually worked pretty well. All new shocks, and new springs up front. Sway bar extensions and front brake line extensions were inculded as well as a transfer case drop down bracket. called for re=drilling the tack bar, which I am not really a fan of.
Anyways if was pretty cheap. Under 400 dollars and it got you down the road 4.5" taller.
