Did you **** up the holes when you redrilled them? I can't imagine the bolt being so close to the side.
Quit screwing around and go get socket head screws.

They're not Chinese, are they? I have found, over the years, that Chinese screws may be safely considered "counterfeit" at all times.
Ex: I had to replace screws for an oil pump job I was doing. I should not be able to have a 5/16"-18 screw strip, with 15 pound-feet of applied torque, going into a casting. Worse - the threads were stripped off of the screw!
I finally pulled a couple of studs out of my "parts bin" and threw them in - problem solved. Then I wrote a very strong letter to the fasteners buyer for my local hardware store. Seems I'm the only one that's complained so far, since they're still carrying that crap...

I don't know where it's made but, I know it's sturdy. I've been buying their grade 8 stuff for years and have never had a failure.
The only issue you might have is finding the proper thread pitch. I have had to do some trial and error before. Also, I've occasionally had to buy a longer bolt than needed because the next size down was too short.
